This is the third in a series of engagement events that Greater Manchester Combined Authority (GMCA) and Clinks are hosting to help voluntary organisations understand the co-commissioning process for probation services in Greater Manchester as part of the new probation model.
This event will specifically be looking at the Women’s Services contract lot.
Greater Manchester will not be procuring probation services through the Dynamic Framework commissioning process from June 2021. Her Majesty’s Prison and Probation Service are instead co-commissioning these services with GMCA.
This Greater Manchester devolved approach is an alternative route to HMPPS's Dynamic Framework. Greater Manchester has the flexibility to diverge from national or standard policy and direction, an opportunity afforded by the Justice Devolution agreement with the Ministry of Justice.
Greater Manchester has successfully developed and delivered a Whole System Approach for Vulnerable and Marginalised Women co-commissioned with probation providers and other partners since 2014. This event will look at the Women’s Services contract lot to support this approach.
The work being undertaken by GMCA and HMPPS is being carried out in a spirit of cooperation in order to achieve the shared aim of reducing reoffending and delivering public services effectively and efficiently to improve the lives of Greater Manchester residents.
GMCA intends to utilise the new probation model to achieve person centred outcomes for individuals. It considers maximising social value to be a core component across all parts of its co-commissioning activity and embedding the importance of the voluntary sector in everything it does, is one of its key principles.

This event will be conducted through Zoom, an online meeting platform. As security and privacy is important to we’re adapting our procedures in line with the latest security guidance from Zoom. We have:
- Implemented the latest security functions as standard, including requiring registration, passwords and waiting rooms.
- Made sure all delegates login and book through the Clinks website, so everyone identifies themselves.
- Ask delegates to follow housekeeping rules. Any unwanted behaviour will result in delegates being removed from meetings.
