At this event, the Ministry of Justice will present the draft specification for the residential women’s centre (RWC) pilots across England and Wales and provide the opportunity for voluntary organisations that work with women in the criminal justice system to give feedback.
The Female Offender Strategy included a commitment to pilot RWCs in at least five sites across England and Wales. The Ministry of Justice has begun to search for its first site in South Wales.
Since the RWC pilot was announced in 2018, the Ministry of Justice has consulted with a number of stakeholders including voluntary sector organisations to inform the development of the RWC model. This event will provide the opportunity for voluntary organisations that have experience of delivering gender-responsive services to women to discuss the draft specification for the RWCs and provide feedback on it.
The RWC service will consist of three parts:
- A Residential Unit allowing approximately 12 vulnerable women with complex needs who would otherwise be sentenced to short custodial sentences to serve the first part of a community order in safe, supported accommodation for up to 12 weeks. It is anticipated that, at any one time, up to two women will be able to bring their dependent children with them to live in a two bedroom flat at the RWC.
- A Support Hub offering a range of interventions for residents, ex-residents and women in the local community, to meet the needs which underlie the causes of their offending.
- Move-on support to support women to transition into settled accommodation within the community and continue to attend interventions at the support hub for the duration of their sentence (and beyond if they wish).
This event is for voluntary organisations that have experience of delivering gender-responsive services to women and expertise in trauma-informed practice.

This event will be conducted through Zoom, an online meeting platform. As security and privacy is important to we’re adapting our procedures in line with the latest security guidance from Zoom. We have:
- Implemented the latest security functions as standard, including requiring registration, passwords and waiting rooms.
- Made sure all delegates login and book through the Clinks website, so everyone identifies themselves.
- Ask delegates to follow housekeeping rules. Any unwanted behaviour will result in delegates being removed from meetings.
