Her Majesty’s Prison and Probation Service (HMPPS) announced in August 2020 that Greater Manchester will not be procuring probation services through the Dynamic Framework commissioning process from June 2021. HMPPS are instead co-commissioning these services with Greater Manchester Combined Authority (GMCA).
This will be the first in a series of engagement events GMCA and Clinks are hosting to help voluntary organisations understand the changes and co-commissioning process.
This first event will be to explain the flexibility Greater Manchester has to diverge from national or standard policy and direction: an opportunity afforded by the Justice Devolution agreement with the Ministry of Justice. This Greater Manchester devolved approach is an alternative route to HMPPS' Dynamic Framework. Subsequent events are to be held, specific to each lot area.
The work being undertaken by GMCA and HMPPS is being carried out in a spirit of cooperation in order to achieve the shared aim of reducing reoffending and delivering public services effectively and efficiently to improve the lives of Greater Manchester residents.
GMCA intends to utilise the new probation model to achieve person centred outcomes for individuals. GMCA considers maximising social value to be a core component across all parts of its co-commissioning activity, and one of its principles is to embed the importance of the voluntary sector in everything it does.
