This event will give an update from the Ministry of Justice about the development of residential women’s centres (RWCs) across England and Wales. It will also provide an opportunity for voluntary organisations working with women in the criminal justice system to give feedback and their views on specific aspects of how RWCs should operate.
The Female Offender Strategy included a commitment to develop a RWC pilot in at least five sites across England and Wales. On 5th May 2020 the Ministry of Justice announced that Wales had been chosen for the government’s first RWC, with RWCs in England to follow soon after.
Since the RWC pilot was announced in 2018, the Ministry of Justice has conducted consultations with stakeholders including voluntary sector organisations to inform this work. The Ministry of Justice will continue to do this as the design and delivery of the pilot is refined.
The Ministry of Justice would like to speak to voluntary organisations in Wales and England that have experience delivering gender-responsive services to women and expertise in trauma-informed practice to discuss the proposed model for RWCs and seek feedback.
The RWC service will consist of three parts:
- A Residential Unit: allowing vulnerable women with complex needs, who would otherwise be sentenced to short custodial sentences, to serve the first part of a community order in safe, supported accommodation
- A Support Hub: offering interventions to meet needs of residents and ex-residents to address complex needs which are often the underlying causes of offending
- Move-on support: allowing for the development of skills and offering the secure accommodation needed for residents as they transition from the RWC to resettle in the community.
