Paul is the Chief Officer and Recoop and holds the older people seat on the RR3. Paul has been working within the Criminal Justice arena for the last 28 years in a variety of roles from within the public, private and voluntary sectors. These include the management of a training rehabilitation centre for prolific young adult offenders, as a Police Officer within Hampshire Constabulary and supporting Criminal Justice agencies in their use of electronically monitored curfews as a risk management and sentencing tool for offenders.
He joined the Recoop team in 2012 and led on a HMPPS funded Capacity Building Project. The aim was to support prisons and probation trusts in the development of partnerships with community and voluntary sector organisations to increase the range of services being offered to the older population. He stepped into the Chief Officer role in 2014. Recoop mission is to support the older CJ cohort to reduce re-offending through the provision of meaningful activity, resettlement services and addressing health & social care inequalities. The charity currently delivers support interventions and peer support services in 15 prisons. He has worked on an international piece of research in New York setting up community support services for older individuals leaving prison and moving back to the city.
He is a member of the National Older People in Prison Forum (OPIPF), sits on CLINKS’ Health and Justice Steering Group and is a permanent member of the RR3 Task Force with responsibility for health and social care.
