The Making Every Adult Matter (MEAM) coalition, made up of Clinks, DrugScope, Homeless Link and Mind believe that services often struggle to help people with multiple care needs and that current failings result in inefficient use of public funds and engrained social exclusion that is costly to the individual and society as a whole.

“We know that prison has a poor record for reducing reoffending with nearly 70% of offenders being reconvicted within two years of being released. 

For these individuals to change, they invariably need long term support from a broad range of specialist services including housing, drug treatment and help to manage their mental health problems. 

Voluntary sector organisations working with offenders and their families need to be commissioned in a way that ensures that they can address the challenging issues facing marginalised and vulnerable adults.” (Clive Martin, Clinks)

This report seeks to improve the way people with multiple needs are treated and supported.
