Y&H ROMS External Communication (April 2008) 48K

Hilary Campbell, Yorkshire & Humberside ROM, and Tony Hassall, HMPS Y&H Area Manager, have released their latest update. Topics covered include progress on the reorganisation, probation plans to support a reduction in the prison population, review of sentenced males, contracted prison arrangements, and race equality work.

NOMS Local Area Agreements - Update (March 2008) 14K

Following the publication of the NOMS' Case Study on Local Area Agreements (LAAs) in December 2007, NOMS thought it would be helpful to provide you with an update on the LAA negotiating process and target setting. This document shows how NOMS intend to aproach local area agreements, how it will take shape, who will be responsible for what, and a workplan.

NOMS Infrastructure Funding announcement (February 2008) 18K

Following a contest, the Ministry of Justice National Offender Management Service has awarded funding of £1.8 million over three years to Clinks, Action for Prisoners Families, and the Development Trusts Association to advise and support frontline organisations working, or wishing to work, to help reduce adult re-offending and protect the public, and to facilitate communication and engagement between NOMS and the third sector. As part of the implementation of the new Third Sector Action Plan the grant funding to national third sector infrastructure will help NOMS and the Ministry of Justice meet its commitments to a diverse third sector working with offenders, their children and families across England and Wales.

The Landscaping Report (September 2007) 92K

This interesting document sets out the National Third Sector Commissioning Landscape. Of particular interest may be the section on the National Offender Management Service, which looks at the history of the service, it's structure, and how it currently plans to approach commissioning.

Y&H External Communication document (December 2007) 34K

Hilary Campbell became the Yorkshire and Humberside Regional Offender Manager (ROM) in December 2007. This document details current and planned work both national and regional, and updates on the ROMs office's progress on each of the subjects to date. Included is the Carter Report, Governments response to the Corston Report, Regional Consultation Event, Voluntary Sector update, and a developing partnership with Local Government Yorkshire & Humberside. Clinks believes this is an excellent example of information sharing, and would encourage ROMs across the country to replicate.

NOMS Costs - Briefing for staff and stakeholders (December 2007) 26K

There has been considerable comment in the past on the costs involved in establishing and running NOMS. Whilst NOMS are happy to be subject to external scrutiny, some of the recent reporting has claimed figures which NOMS have not been able to recognise internally. They have therefore created a short paper on NOMS costs that provides basic, validated figures and will provide an overview of NOMS' spending on frontline services and the current round of reforms to the way they manage offenders.

Clinks' Response to the NOMS Draft Action Plan (April 2008) 236K

The NOMS Voluntary Sector Team recruited Clinks to undertake a number of consultation events to facilitate responses to the draft plan. The overall response to the draft Action Plan is informed by the aggregated responses from the workshops. We will now be looking forward to the final published version of the Action Plan with identified milestones and key actions for government departments.

Effective Sentencing - Clinks' Response to the Home Affairs Select Committee Inquiry (March 2007) 61K

The intention to use custodial sentencing for serious and violent offenders and to promote the use of community sentences for non-violent offenders is welcome. Clinks believes that there is very little merit in short prison sentences for non-violent offenders. This document details Clinks' response to the Home Affairs Select Committee Inquiry into 'Effective Sentencing' and how we believe this can be achieved.

Futurebuilders England Funding of Offender-related VCS (February 2006) 37K

Futurebuilders England (FBE) is the funding stream established by the government to increase the capacity of the Voluntary and Community Sector to equip organisations to deliver public sector services. There is concern that FBE are not attracting enough applications from the offender-related VCS. This paper looks at a survey of Clinks members and presents a number of issues impacting on the experience of offender-related organisations in engaging with FBE.

Action for Prisoners' Families, CLINKS, Prison Advice & Care Trust and the Prison Reform Trust, believing that the maintenance of family ties is vital for the effective resettlement of prisoners and for the welfare of their children and families, ask the government to work with us on the following 'Agenda for Action', over the coming five years. Delivering Services to High-Risk Offenders (May 2006) 43K

This scoping exercise sought to confirm whether or not there was evidence of VCS service delivery to high-risk offenders and to get a sense of how this work is managed.

Strategy for Women Offenders (April 2006) 47K

HMPS Engagement with VCS - Update letter (February 2008) 28K

Danielle Hudson, HMPS Strategic Advisor to the Director of Policy, has this week written to voluntary sector stakeholders to update us on the Prison Services engagement with the sector. Points raised in the letter include a national VCS lead, working with NOMS, partnership work with Clinks, procurement concerns, and HMPS?s relationship with Charitable Funders.

The aim of this guide is to give some basic background information on prisoners, prisons and the Prison Service, that will enable voluntary and community sector personnel, be they paid staff or volunteers, to work effectively within a unique environment.

This PSO details how the Prison Service wants to relate to the voluntary and community sector and includes examples of good practice and the requirement for Voluntary Sector Co-ordinators to be established in all prisons.

Details the sub-contracting arrangements with the ROM in response to the Public Value Partnerships publication. Included is the need to design contracts that fit in with the commissioning priorities of the ROM.
