CLINKS BLOG: the future of probation
Clinks Policy Officer Will Downs has written a blog discussing the Ministry of Justice public consultation on proposals to stabilise the delivery of probation services. The blog provides an update on the consultation process, what Clinks is doing to respond and what we’ve been hearing from voluntary organisations so far on the future of probation. He writes, “It is clear through our engagement with voluntary organisations that there is some scepticism over the consultation process itself... Given that the rushed implementation of Transforming Rehabilitation led to so many unforeseen consequences, such a concern is understandable. Nonetheless, we think it is important that as many voluntary organisations as possible contribute to this consultation.” The consultation runs until 21st September 2018. Read the blog here
CLINKS EVENT: celebrating our 20th birthday
Clinks turns twenty this year - bookings are now open for the celebration event! [7th November, London, free]. Join us as we reflect on Clinks' and the sector's achievements over the last two decades and look forward at our potential together over the next three years and beyond. The event will include an insightful and interesting panel debate involving experts in the voluntary sector, a presentation from CEO Anne Fox on Clinks' strategy up to 2022, and findings from the Clinks roadshows. The evening will be a fantastic opportunity to meet Clinks staff and trustees, old and new, and network with others in the sector. The event will also provide a chance to thank our current chair Dame Anne Owers, who has served us well and is stepping down at the end of her term. Book your place here
NATIONAL CRIMINAL JUSTICE ARTS ALLIANCE NEWS: what does success look like?
The National Criminal Justice Arts Alliance has published What does success look like for arts in criminal justice settings? Written following a series of roundtable discussions commissioned by Arts Council England, and attended by leading voices in arts and criminal justice, the paper highlights the main themes which came out of these roundtables and outlines learning points and opportunities for development. It concludes with key messages and the seven next steps they would like to see happen to move the agenda forward and achieve success for arts in criminal justice settings. Read the paper here
CLINKS PARTNER'S NEWS: women experiencing multiple needs
Making Every Adult Matter Coalition (MEAM), AVA, Agenda and St Mungo’s have published Jumping through hoops: How are coordinated responses to multiple disadvantage meeting the needs of women? The research explores three key questions: Is there a good understanding of the experiences and support needs of women experiencing multiple disadvantage and how these needs differ from men? To what extent is good practice in supporting women with multiple disadvantage being followed in these areas? And what is the impact of a more coordinated approach and what do services/systems need to do to improve support for women experiencing multiple disadvantage? Find out more here
CLINKS MEMBER'S NEWS: domestic abuse
Transform Justice has published a report entitled Love, fear and control - does the criminal justice system reduce domestic abuse? The report challenges the government’s increased focus on prosecution, sanctions and harsher sentences, which evidence shows do not reduce abuse or help victims in the long-term. Instead it calls for more evidence on what works to change abusive behaviour through perpetrator programmes, the introduction of specialist courts and more effective use of out of court responses. CLINKS MEMBER'S NEWS: best practice in prison and the community
Innovation Unit has been given funding by the Oak Foundation for a six-month project scoping exercise to identify how it can achieve better outcomes for care leavers (18-25), working with them whilst they are in prison and supporting their rehabilitation on release. They will work with HM Prisons and Probation Service, the Reducing Re-Offending Partnership, Catch22, the National Leaving Care Benchmarking Forum, Local Authorities, the voluntary sector and the Prison Reform Trust. The team wants to identify and draw upon best practice, across the country, particularly where an integrated approach has been used. It wants to explore what works best across children’s social care, the justice system and more widely including working with the voluntary sector. CRIMINAL JUSTICE SYSTEM: training academy for prisoners
The Prisons Minister Rory Stewart is opening the UK’s first ever aerial window cleaning training academy for serving prisoners at HMP YOI Isis. In an initiative to reduce re-offending and tackle skills shortages in the industry, the aerial window cleaning academy will train prisoners serving the final months of their sentence and help them obtain a qualification that can be transferred into employment on release. This is a result of a partnership between Landsec, Bounce Back and the cleaning services company NJC, supported by the Ministry of Justice. Find out more here
CRIMINAL JUSTICE SYSTEM: prisoner incentives
The Ministry of Justice has announced that prison governors are being consulted on a new approach to incentives that will encourage prisoners to take responsibility for their own rehabilitation. The 'Incentives and Earned Privileges policy' would empower governors to design their own programme of incentives tailored to the specific challenges in their prison. Find out more here
CRIMINAL JUSTICE SYSTEM: the future of probation
The Ministry of Justice is planning two more market engagement events to consult with a range of current and potential future providers of probation services in England. These events will be run as interactive workshops to inform the future design of probation services. FUNDING: housing for vulnerable women
Big Society Capital (BSC) is exploring the potential to establish an investment fund focused on housing for vulnerable women and would like to hear from voluntary organisations working in this area via survey. The fund would invest in dispersed accommodation, largely for women moving on from higher-support environments such as refuges, and be repaid through housing benefits. It aims to work with support providers, either by lending to them or leasing properties to them, and help to bridge barriers that might ordinarily prevent them from taking on social investment. FUNDING: skills for Londoners
Up to £82m is available from the Mayor of London for investment into estate and equipment for London's skills providers over the next three years. The aim of this fund is to: respond to current and future skills requirements of employers and learners, improve quality of provision and learner satisfaction, progression and success rates, support increased levels of apprenticeship delivery and/or progression to the highest levels of vocational and technical study, and establish strong and innovative partnerships with employers and local stakeholders. CLINKS PARTNER'S EVENT: trauma informed practice
The Academy of Social Justice Commissioning is holding 'Understanding and Use of Trauma Informed Practice' [8th October, Bristol, free to members]. The seminar will offer an overview of current national and international research on adverse childhood experiences, trauma and problematic experiences. Expert practitioners and a former service user will then discuss the real world challenges faced, and what services need to be commissioned to increase the resilience and wellbeing of those affected. CLINKS MEMBER'S EVENT: racism in Britain
The Monitoring Group, Tottenham Rights, Imran Khan Partners and the Centre for Crime and Justice Studies are holding a two-day conference [13th and 14th October, London, from £10] which will explore the pervasive nature of racism in contemporary Britain and how we challenge the problem effectively and collectively. The conference will hear from over 30 activists, family members, whistleblowers, practitioners, researchers and politicians. Find out more here
CLINKS MEMBER'S EVENT: art exhibition
I'm Still Here is the 11th exhibition produced by the Koestler Trust in partnership with Southbank Centre [19th September - 4th November, London, free]. It follows the success of last year's exhibition Inside, which was curated by Antony Gormley. This year, the diverse range of art, writing and music by prisoners, ex-prisoners, detainees and secure patients has been selected by the families of prisoners inside, giving a unique and personal edge to the show that explores what it is like to have a loved one in prison.
