CLINKS DISCUSSION PAPER: what does good rehabilitation look like?
This discussion paper explores the need for a clearer vision of what ‘good’ looks like in the rehabilitation of offenders, whether in prison or in the community. Such a vision is needed to underpin not only innovative, evidenced-based service development but also quality-based commissioning and the procurement of packages of rehabilitation services most likely to support desistance. CLINKS MEMBER'S NEWS: new information hub for people with criminal convictions
Unlock have launched their new Information Hub, which aims to be the country’s most comprehensive source of online self-help information on wide range of issues that criminal convictions can affect. Through the Hub, people with convictions will now have access to easy-to-use information that is specifically designed for them. Find out more here
CRIMINAL JUSTICE SYSTEM: consultation on young adult offenders
The Ministry of Justice (MoJ) has launched a six week consultation on proposals designed to more effectively manage young adult offenders in custody and improve their access to the support and services needed to reduce their reoffending. It outlines a range of proposed changes, including a move away from the current system of managing young adults in custody in age-specific institutions with young adults instead held in adult establishments best suited to their resettlement and rehabilitation needs. FUNDING: to support disengaged young people
The 'Vulnerable and Disengaged Young People Fund' has grants of between £30,000 and £250,000 available to fund work with young offenders, young people in care or leaving care, and other groups of disengaged and vulnerable young people such as those not in education, employment or training (NEETs) or with special educational needs or disabilities. There are three types of funding available: to develop a new project; to build evidence of impact of an existing project; or to scale up an existing project. The deadline for applications is 6th December, and workshops are planned for interested parties in November. Find out more here
FUNDING: why do applications fail?
GRANTfinder (which Clinks Members get free access to) has released the findings from its first-ever survey of funders, which attempted to shed light on why funding applications fail. The report found: the most common reason for failure was applicant eligibility, with 67% of funders stating this as either common or very common. Other key reasons for failure were concerns about the viability of the applying organisation (64%) and cited activities being ineligible (61%). Poor standard of presentation was a reason for failure in 56% of funding applications. 8.9% of funders said it would be unlikely that their whole budget would be allocated in 2013; 60% of those funders said that this was because there were not enough applications. 20% said that applications were not of a high enough standard. CLINKS MEMBER'S EVENT: Circles of Support and Accountability
‘Safety, Justice and Community: Circles of Support and Accountability (COSA) for People with Learning Disabilities' is a seminar by Clinks Member Respond [5th December, London, 2–5pm, free] that will contextualize people with learning disabilities within the CJS and explore the use of COSAs as a preventative intervention for vulnerable people. CLINKS MEMBER'S EVENT: celebrating prison radio
'Celebrating Prison Radio' is Prison Radio Association's sixth annual conference and awards [2nd December, Manchester, £84]. This celebration of prison radio is aimed at practitioners from the prison radio projects across the country and others interested in finding out more about the power of prison radio. It will explore best practice and help build a community of producers, tutors and supporters who work in the sector, as well as offering a chance to discuss their work, ideas and issues with the National Prison Radio team. It will also feature advice from the NOMS Head of Prison Radio on how to create compelling content for National Prison Radio from the radio course curriculum. Find out more and book your place here

‘Smart Rehabilitation: Learning how to get better outcomes’ is a Prisoners' Education Trust event [9th December, London, 5.30-7.30pm] featuring a keynote speech by Nick Hardwick, Chief Inspector of Prisons. The panel and audience will have the opportunity to discuss the Prisoner Learning Alliance’s strategic vision for the future of learning and reflect on it's first year. LVSC is organising a crime ‘Data Jam’ event [26th November, London]. This will provide an opportunity for participants to learn how to access government crime and community safety data and use their own data more effectively. OFFENDER HEALTH: strategic intent for prison healthcare
A National Partnership Agreement between NHS England, NOMS and Public Health England has been developed. It sets out the shared strategic intent and joint commitment in the commissioning, enabling and delivery of healthcare services in adult prisons in England. For more information, click here
OFFENDER HEALTH: HIV testing
This year’s National HIV Testing Week takes place from 22nd - 29th November in the run up to World AIDS Day on 1st December. During National HIV Testing Week, Terrence Higgins Trust are encouraging gay men and African people in particular, to take an HIV test. Find out how you can be involved in promoting the week here
OFFENDER HEALTH: opportunity for young people
The NHS Youth Forum will meet three times a year, bringing together a diverse range of young people to give advice and opinions on healthcare policies, provide ideas on how services can be improved and hold both Commissioners and the NHS England Board to account for their decision making. PUBLICATION: youth report
NCVYS have published a brilliant two-page 'Youth Report', featuring infographics that provide a snapshot of data and statistics about young people and youth services. It includes information about local authority spending on youth services; how many young people vote and volunteer; ethnicity and gender; and the amount of young people in custody and in the labour market. PUBLICATION: victim contact inspection
'Victim Contact: an inspection of the victim contact arrangements in Probation Trusts' focused on the quality of victim contact work undertaken with, and in relation to, victims of serious sexual and violent offences where the offender received a custodial sentence of at least 12 months. The inspection team visited six Probation Trusts to assess the quality of victim contact work by interviewing victims and assessing the work of offender managers and victim liaison staff. The victims interviewed during the course of the inspection were generally satisfied with the service they received from the victim liaison service. The team were, however, disappointed to discover that not all offender managers were fully aware of the impact of the offence on the victim. Download the full report here
PUBLICATION: review of PCCs after a year in post
'First Generation: One Year On' is a new report from Revolving Doors Agency that provides a review of how Police and Crime Commissioners are shaping local responses to young adults (18-24), people with multiple and complex needs, and other key groups. The report highlights areas of promising practice, and makes 20 recommendations for PCCs to consider as they renew their police and crime plans. Download it here
