Titan Prison Consultation (August 2008) 409K
Clinks and Action for Prisoners Families (APF) echo the views of other voluntary sector
organisations who have commented on the futility of the government's decision to respond
to the overcrowding crisis in the prison system by investing huge sums of money in
expanding the prison estate, rather than investing in effective community-based alternatives
to custody for offenders and their families. Nevertheless, the voluntary sector will
be required to deliver services to prisoners in these new prisons, including Titans,
and we want to ensure that the sector's views about the most effective provision are
communicated to government. Therefore, we have prepared a briefing identifying the
key features of Titans.
Infrastructure Fund (April 2008) 110K
This members' briefing provides information on Clinks' successful application to the
NOMS Infrastructure round of funding in February 2008. It explains to members how
we will use the funds to improve our service to our membership and highlights the
other successful organisations.
Best Value (April 2008) 45K
This members' briefing provides information on the Probation Service's Best Value
review process and how it may affect the VCS. The Best Value review public consultation
period opened on the 9th April 08, and Clinks' members are encouraged to respond to
it.
PARLIAMENTARY
BRIEFING The children & families of prisoners: recommendations for government (December
2007) 531K
Action for Prisoners' Families, CLINKS, Prison Advice & Care Trust and the Prison
Reform Trust, believing that the maintenance of family ties is vital for the effective
resettlement of prisoners and for the welfare of their children and families, ask
the government to work with us on the following 'Agenda for Action', over the coming
five years. We ask the Inter-Ministerial Group on Reducing Reoffending to commit to
developing policy and practice to address the needs of children and families with
a parent or close relative in prison.
Futurebuilders
England Funding of Offender-related VCS (February 2006) 37K
Futurebuilders England (FBE) is the funding stream established by the government to
increase the capacity of the Voluntary and Community Sector to equip organisations
to deliver public sector services. There is concern that FBE are not attracting enough
applications from the offender-related VCS. This paper looks at a survey of Clinks
members and presents a number of issues impacting on the experience of offender-related
organisations in engaging with FBE.

Response to the Titan Prisons Consultation (August 2008) 629K
The joint Clinks & Action for Prisoners Families response to the Ministry of Justice?s
Titan Prisons Consultation is now available to view online. The survey of our members
during August showed that over 70% thought Titans would present problems with their
service delivery; almost 80% believed the size of Titan prisons would be an obstacle;
95% believed that Titans would not enhance the quality of family contact for prisoners;
and 100% of respondents felt that the resources for Titan prisons should be re-directed
to community-based provision for offenders.

Response to the NOMS Draft Action Plan (April 2008) 236K
The NOMS Voluntary Sector Team recruited Clinks to undertake a number of consultation
events to facilitate responses to the draft plan. The overall response to the draft
Action Plan is informed by the aggregated responses from the workshops. We will now
be looking forward to the final published version of the Action Plan with identified
milestones and key actions for government departments.

Sentencing - Clinks' Response to the Home Affairs Select Committee Inquiry (March

The intention to use custodial sentencing for serious and violent offenders and to
promote the use of community sentences for non-violent offenders is welcome. Clinks
believes that there is very little merit in short prison sentences for non-violent
offenders. This document details Clinks' response to the Home Affairs Select Committee
Inquiry into 'Effective Sentencing' and how we believe this can be achieved.

Response to Home Office proposals that clearly have significant implications for both
the Voluntary and Community Sector that currently delivers services to offenders and
organisations who might be interested in doing so in the future.

This report accompanies the official campaign launch of Race for Justice, designed to end the inequalities faced by black and minority ethnic (BME) groups and strengthen the voice and role of the voluntary sector in the criminal justice system.
The campaign is a coalition of voluntary sector organisations working with BME offenders, ex-offenders and their families.

sentences in the right circumstances.
Delivering
Services to High-Risk Offenders (May 2006) 43K
This scoping exercise sought to confirm whether or not there was evidence of VCS service
delivery to high-risk offenders and to get a sense of how this work is managed.

Opportunity
Knocks Conference Report (September 2008) 471K
This event (6th February 2008, HMP & YOI Askham Grange) was intended to be an
introductory event to begin a dialogue with the region's Voluntary and Community Sector,
delivering services specifically to black and minority ethnic offenders in custody.
It is acknowledged that BME offenders have diverse needs, and the VCS are often best
placed to meet these needs. Often under-resourced and isolated, the BME VCS were invited
to this event to let the Yorkshire & Humberside Prison Service know what could
be done to increase engagement, improve working relationships and ensure BME offenders
in custody were getting the most appropriate and effective services to reduce re-offending.
It is important that all such engagement is culturally competent.
As the new Area Manager for the Y&H Prison Area, Tony Hassall hosted this event
with a view to using its recommendations for further discussion at the prison service's
Regional BME VCS Strategic Planning day, planned for the 14th March 2008.

Breaking
the Cycle of Offending - One Year On Seminar (February 2008) 597K
The 'Breaking the Cycle of Offending - One Year On' Seminar brought together leading
agencies from the statutory and voluntary sectors to consider how we could work together
more effectively to improve outcomes for young people involved in the criminal justice
system.
Believing
We Can: Conference Report (01/05/07) 1734K
The Believing We Can conference was held in London on the 23rd November 2006. The
conference focussed on developing the Faith Alliance by working together to help re-settle
ex-offenders in local communities. This report presents the findings from the days
workshops and includes a Foreword by The Venerable William Noblett and Baroness Scotland
QC.

on Volunteering in Prison Training Pack (February 2005) 116K
Twelve 'train the trainers' workshops were held, in all Prison Service Areas in England
